Present Condition Assessment And Countermeasure Research On Rural Drinking Water Of Zhejiang Province

At present,the project of "tens of millions of peasants drinking water"is being carried out by Zhejiang Province government.It is an infrastruction which aims to solve the problem of drinking water in rural areas and raise the popularizing rate of rural tap water as well as improve the standard of drinking water safety.With the development of the industrialization and urbanization,the city dwellers,industry and service trades,whose demand for the water supply is increasing by a large scale.Water supply not only limit the economic development,but concerns of public hygiene safety in rural areas and social stability.Most areas in Zhejiang belongs to mountains.It is difficult for water supply to be fully marketablization because of its big investment and low economic returns.Therefore rural water supply should be regarded as a parapublic product provided by the government to the rural dwellers.This paper analyzes the character of water supply and present problems by employing the means of qualitative analysis and quantitative analysis through detailed survey and assessment.It regards water supply as natural monopolization,zone monopolization,necessity,safety,fundamentality and aid-the-poor,which attaches great importance to development of urban and countryside in step.Zhejiang rural areas are poor in water supply installation.Most of people are threatened by unsafe drinking water.Water supply is of many characters like large side and amount, different kinds of forms and uneasy management.The following is mainly dealing with the problems excisting in rural drinking water:tap water popularizing rate is high but low in really qualified drinking water; water supply costs so much but earns so little; it is hard to e,nter into the market and the percentage of private investment is low; water price is higher and higher year by year but service quality is still unsatisfactory; it is rich in water amount as a whole but poor in available water on the preson average; more administration and few law means;more state-owned corporations and few private-owned corporations; hygiene standard is out of date and there is few index parameter amount.It points out inputing fund is the key to solve the problem of rural drinking water.and the difficult point is how to manage the corporation.The...
