In this paper, the author firstly analyses the relations between the demands of seafarers and the trade quantity, as well as the vessels; puts forward the forming cause of seafarers' labor market (SLM), and depicts the differences of SLM against other labor market. On the grounds of brief historical retrospect of SLM and the institutional innovation in seafarers importing countries, comparing the income gap between seafarers labor importing and exporting countries, the author demonstrates the inward cause that seafarers float from one country to another. Through his analysis of current supply and demand of international SLM and its changing direction, the author foresees the general tendency. In the international SLM, the supply and demand of seafarers' quantity will keep stable, while the requirements of quality will increase substantially. The supply in the developed countries will cut, but the numbers in the developing countries will rise. When it comes to the demand aspect, quantity of seafarers who are directly responsible for navigation will decrease while the number of seafarers working on the shore will be rising. Moreover, the author further analyses the current supply and demand of domestic SLM and seafarers labor exporting market, and concludes our country has the remarkable potential ability to be the main seafarers supplying country in the world.Furthermore, from the view of seafarer's education and training, the institution of seafarers' working abroad and the acquirement of seafarers' labor exporting qualification, the author describes the factors in forming the competitive advantage of SLM and the deficiencies of our current labor trade institution. Besides, the author brings forward the ingredients and the path of forming seafarers' competence, and expatiates the shortages of our seafarers' competence. At last, drawing upon how Philippines created the seafarers labor exporting market and established its present competitive advantage on the international SLM, the author tables a proposal of how to open up our SLM wider to the outside world and establish our own competitive advantage in the near future.
