The Evaluation And Countermeasure For Sustainable Development Of Marine Fisheries Of Zhejiang Province

Marine fishery is an important activity throughout coastland in Zhejiang province. It produces more than 4 million tones of aquatic products each year, and provides a livelihood for about a million people. With the continuing rapid development in recent years, and the increasing amount of marine fishing, the economic benefits and yields of individual fishing vessel has been decreasing. With implementation of regulation of 200 sea miles exclusive economic zone, the contradiction between fishery resources and fishing capacity become severity. Human-induced changes in ecosystems, including pollution of water area, that has been threatened the reproducing of marine fishery and aquaculture. The sustainable issue existed in marine fishery industry of Zhejiang province is that fishing capacity has been well in excess of the rate at which ecosystems could have in fished stock.The article expounds a research subject on the sustainable utilization of marine fishery resources in Zhejiang province. It analyses the yield of marine aquatic products, fishing capacity, the state of resources of marine fishery , current status of the pollution to the ecological environment nearshore, and the contradiction between the decreasing fishery resources and the increasing blindly fishing vessels in part of coastal areas of Zhejiang Province.Based on the FAO recommendatory Indicators for Sustainable Development of Marine fishing, a sustainable reference system is being established that covers marine fishing economy, social and ecological environment, fishing management of Zhejiang province. It provides an approach to evaluation the sustainable development of marine capture of Zhejiang province.On the basis of analysis and evaluation, some countermeasures for excessive amount of fishing are put forward, as follows:To control the amount of fishing effort, such as strengthening the regulation of fishing permission; and fishing off season.To limit the total yield of fishing. To analyze the feasibility of implement of the Total Allowable Catch (TAC) in Zhejiang province.Promote the project of fishing industrial transfer.Accelerate a healthy development of the leisure fishing industry.Suggesting to establish a institution of social security for fishing population.
