Privatization, in its narrow sense, refers to a policy, that is, the introduction of market incentive to replace the random government interference in economy, with a view of improving on a country's national economy. Based on non-detachment of government and enterprise, government and undertaking, and monopolies, public service is characterized by the government acting as the sole supplier and producer of public service, which integrates policy-making, administration, supervision, production and service. The supply amount of public service is dependent on plans rather than on market demand and the government takes on all the accountabilities and risks. As a result, consumers have no right to choose public service. The quality of public service cannot be judged from market channel, and the price for service and products is determined by plans. However, privatization of public service is to separate the role of government from that of a producer, by means of smashing monopoly and opening market, integrating government regulation with market competition, and contract inhibition replacing government administration, with the pluralism of investment and production and the dispersion of investment risks, accountability and return.The nuclear concept advanced by privatization theory that the supplier of public service is separated from the producer and that market competition mechanism is introduced into public service, can be used to direct the relationship between administration and technical institutions in the Technical Supervision System from administrative relation to market relation on the basis of market mechanism. Accordingly, on the one hand, the government can get itself out of administrating technical institutions and engage itself more efficiently in regulating the social behaviors of security, health, sanitation, environmental protection and information supply in the process of production, consumption and transaction, thus harmonizing the benefits among social members, promoting social well-being, and maintaining social justice and stabilization. On the other hand, quality inspection institutions can head for market in its true sense, and finally form competitive and powerful quality inspection institutions as a result of market competition mechanism. Therefore, in an effort to solve the problem of reform orientation of quality inspection institutions under the privatization of public service, this thesis first makes a general analysis of the public service privatization and reviews its status quo in our country.
