Comrade Deng Xiaoping firstly pointed out that science and technology was the most important productivity on Sep 5 in 1988 when he met the president of Czechoslovakia, and on Sep 12 in 1988 when he listened to the report about the primary reform in price and wage. Scholars in our country began to pay a great attention to the immense influence that the technology innovation brought to economic increase from then on. Then they started to research the relationship between technology innovation and economic increase. The enterprises of our country also found that they could escape from the cost competition only by technology innovation, other else they would be in the mire of cost competition.In 1912, the conception of "innovation" has been created by Joseph Schumpeter.
