The innovation activity is the basic practical form in human society. Especially in recent several decadeses, with the development of contemporary economy ,the innovation activity shows unprecedented social reasonableness level and self awareness degree . The rise of the innovation theories is the reflection to this kind of changes exactly. But the former innovation theories always take economic activities as the basic analytical object , taking economic growth of business enterprises and national economy developments as the realistic target, inclining to take the innovation for the process of the economic realm. This kind of innovation theories neglecteds the social economic activities as a whole, and it doesn't carry on profound meaning discussion for the society function of the innovation activity. But the innovation strategy both bases on the current conditions in innovative system and tries to surpass the development goal of the current conditions. All of these shows that the technological innovation is seriously limited to the institution obstacle which caused by the system stagnant. The mode of the technological innovation should convert to push the institutional innovation. The technological innovation and the institutional innovation depend on each other and promote each other .There are a dialectical relation. From the long-term, the technological innovation will push the institutional innovation, which the institutional innovation will guarantee that the function of the technological innovation can develop and realize. The innovation strategy is established for the sake of constructing system environment and arrangement which is advantageous to the technological innovation. But the efficiency of the institutional innovation not only is decided by the perfect degree of the basic institutional and important institutional but also need certain cultural environment to prop up.
