The Research On Thought Processes And Realistic Countermeasures Of The Cadre System Reforms

This thesis centers on the reforms of the cadre system, which is of momentous current significance and far-reaching historical significance and carries on a deeply thinking and studying by theoretical, historic and realistic thought processes. This thesis reviews and summarizes significant achievements and historic experiences of the construction of the cadre system of the Communist Party of China, then analyses defects and reasons for defects of the present cadre system, points out urgency and necessity of the reforms in the new period of the new century and puts forward countermeasures.This thesis first begins with the basic theory and delimits the concept of cadre system, cadre system construction and cadre system reforms, analyses these contents on the theoretical plane, thus makes clear and definite implication of the cadre system reforms from theoretical view and stresses the foundation of system construction.This thesis reviews briefly the course of the Party exploring its construction of the cadre system and its reforms of the cadre system and its significant achievements for the purpose of expounding and proving historic basis which the cadre system reforms has possessed. We can draw inspiration from these historic experiences. These basic experiences are cardinal guiding principles to the following cadre system reforms.This thesis makes a thorough observation on the malpractice of the cadre system in the present stage and makes penetrating analysis on incisive cause, thus tries to search out motive power of the cadre system reforms to expound and prove the reforms of the cadresystem is urgent.This thesis analyses new claims confronting the cadre system reforms in the new period of the new century and points out the cadre system reforms must fit it with the changed situation of domestic and foreign, the situation of economic and politic, etc. to expound and prove the reforms of the cadre system is imperative.This thesis pays special attention to concrete countermeasures of the cadre system reforms in the new period of the new century. In view of existing defects of the cadre system in the present stage, we must stress the foundation of system construction for the sake of solving the bottleneck problem of "being ready to accept a higher or a lower post " which has been unsolved for a long time. According to the direction of "democratic, scientific, systematic" of the cadre system reforms which was comp up with by the 16th National Congress of the Communist Party of China, we must design a system which takes electoral system, tenure of office and resignation as key contents.
