The cadre personnel file management has a long history.From the perspective of public management,cadre personnel file management is an important part of the management of cadre and personnel in our country,which has formed a relatively perfect implementation guarantee for the selection of cadres and the maintenance of national security in China.Since 1956,China has successively issued a series of legal and regulatory documents such as the "Regulations on the Work of Cadre Archives ","Measures for the Arrangement of Cadres' Archives","Opinions on Strengthening the Work of Cadres' Archives","Measures for Handling the Falsification of Cadre Personnel Files(Trial)",which makes the personnel file management on the right track during exploration,and becomes more and more perfect.However,the current cadre personnel file management still shows some problems and deficiencies in the specific application process,which is not conducive to the widespread implementation and continuous implementation of this work.The competent government department has always played the role of "helmsman" in the management of cadre personnel files.It has formulated strict standards and requirements,and has made detailed and clear requirements for the collection and use of cadres and personnel files.Although it ensures the rational operation of the management of cadre personnel file,the excessively strict management mode,on the one hand,restricts the role of cadre personnel file,on the other hand,limits the rights of file relatives,neglects the process of citizen selection,citizen participation and citizen evaluation,fails to give full play to the function of cadre personnel file and the maximization of the public interest,which does not meet the requirements of the "service-oriented government" that China is currently striving to build.Therefore,facing the actual problems emerging in the management of cadres and personnel files,analyzing the causes of the problems,and exploring strategies for optimizing and improving the management services of cadres and personnel files are of crucial implementation value.The specific research framework is as follows.First,based on the definition of relevant concepts,the scope of professional terms such as "cadre","personnel file" and "cadre personnel file" is clarified,starting with the new public service theory,the basic analysis is carried out in combination with the connotation and analysis framework of the theory.Secondly,starting from the current basic situation and main content of cadre personnel file management,this paper combs out the basic situation that the operation of the current cadre personnel file management system is becoming more and more perfect and the standardization construction is becoming more and more obvious,introduces the basic principles and main links of the cadre personnel file management,and comprehensively combs the current situation of the cadre personnel filemanagement.Thirdly,the paper analyzes the main problems in the management of cadre personnel files,based on the theoretical framework of the new public service,it elaborated from four aspects: strictly controlling the exertion of effectiveness,simplifying the management responsibility to reduce the social value,attaching importance to the file itself to ignore the rights and interests of the parties,damage to interests of citizens due to the lack of social participation,and the deep-seated causes of these problems are analyzed.The four reasons for the solidification of the service model,the limitation of management responsibility limitation,the weakening of the rights awareness of the parties and the weak sense of citizenship concepts are proposed.Finally,in view of the problems and reasons analyzed above,this paper proposes countermeasures to optimize the management of personnel archives of cadres and talents from four aspects: changing service concept to adapt to new roles,strengthening management responsibility to improve service efficiency,attaching importance to the rights of the parties,and attaching importance to participation to strengthen civic consciousness.
