A Study On The Administration Mechanism Of Chinese Public Affair Organization

Since China' s entry into WTO, the socialization of public service has become first-selection of the administrative way of our government. The government should realize the socialization of the public service function, by transfering the social and economic resposibilities, previously taken by the government, to the market, breaking government monopoly position , introducing market mechanism. To achieve this good, the indispensable social condition is to develop some comparatively ripe public affair organizations. But public affair organizations in our country are not mature enough. So what the government needs to do immediately is to strengthen and foster the public affair organizations to reach the goal of the socialization of the public service. This paper probes from two angles of social resource distribution and social transition why the growth of the public affair organization is vigorous, by using the analytical method of systematic economics, points out that the problem of path dependence in the changing process of the organization system is unavoidable, and from four aspects, including the relation between the government and public affair organization, the public enterprise organization structure , funds source of the organization and so on. selectively innovates the path to eradicate the restriction factors of path dependence to achieve the final goal of the innovation of administrational mechanism of the public affair organization. and realize the government control to the choice of the society.
