This article utilizes the method unifying the path-dependence theory and the historical analysis to analyze the circle of "cut down- swelling-cutting down" to new-China administrative organization reform concretely and thoroughly. This article attempts to produce certain new illustrations and explanation of the circulation. This article briefly reviews the formation and the evolution of the new-China administrative organization system, and explains why the administrative organization reform barely survives. The article elaborates that the administrative organization reform is restrained to the mutual function of the macroscopic politics-economic system structure, the behavior pattern of organizations in the evolution as well as the thought idea. Because of this there are powerful path-dependence in administrative organization reform, and precisely this kind of path-dependence has caused administrative organization reform relapse. The article attempts to seek the way of breaking through the path-dependence, and of advancing administrative organization reform innovation.Therefore, firstly this article briefly elaborates the topic background, the basic conceptual realm, the research technique as well as the currently correlative study of the administrative organization reform carried on. Afterwards, this article utilizes the history analysis method to briefly review the historical path of administrative organization reform. After entire administrative organization system establishment in 1954, in order to enhance the efficiency, reduce the financial pressure and so on, the government has carried on many times administrative organization reforms. From delegating power to the lower level and retaking it, streamlining the administrative organizations before the reform and opening up, to altering the functions of the government, streamlining organs after the reform and opening up, administrative organization reforms hardly break away from the vicious circle of "cut down-swelling- cutting down", and the administrative organizations expand again and again. Afterwards, the article explains further the repeatability of the administrative organization reform through the path-dependence theory. The historical background, the macroscopic system structure, the organization behavior pattern, the thought ideas mutually affect, which causes the administrative organization reform to fall into the circle of "cutting down- swelling-cutting-down". Complexity, goal multiplicity of government, collectivity of politics and so on strengthens this path-dependence. Beside, this article tries to seek the way of the break-through of the path-dependence, and of the innovation of administrative organization reforms. Concretely the reforms include four aspects: the idea transforms, the system consummates, the goal establishment, the concrete operation. Finally is the conclusion.
