The Analysis To Path-dependence Of The Reform Of Administrative Organization Of The Central Government

This article studies the previous reform of administrative organizations of the central government since the reform and opening to the outside world. Recalling the 30 years of the previous reform of administrative organizations, we can see that although important progress has been made, there are results of the increase of the number of administrative organizations and unchanged governmental function with repetition and confusion of the reform goal, content and methods. In other words, the previous reform of administrative organizations has not yet jumped out of the slimming-expanding "vicious circle" cycle. This article utilizes the method unifying the path-dependence theory and the historical analysis to analyze the "vicious circle" cycle to the reform of administrative organizations, and attempts to produce some new explanation of the circulation.In this article, the transmission mechanism from cognition to system, then to organization is as a context. By the context, we can find that the reform of administrative organizations is restrained to the mutual function of the traditional administrative culture, the politics-economic system structure as well as the behavior pattern of organizations in the evolution. Because of this, there is powerful path-dependence in the reform of administrative organization, and the path-dependence has caused the reform of administrative organization relapse. This article attempts to seek the breakthrough of the reform of Super-Ministry System in path-dependence.Through the analysis and the research of the reform of administrative organization of by the use of the theory of path-dependence, I attempt to find the hidden mystery with the nature and regularity. Therefore, firstly this article briefly introduces the purpose of the research, the research at home and abroad, the research ideas and techniques as well as the basic conceptual realm. Then with the historical order of the previous reform of administrative organizations as the main clues, this article describe the background and the main content of the main achievements and the plight of the reasons of the previous reform of administrative organizations and find that the reform hardly break away from the "vicious circle" cycle. In the third chapter, this article explains further the repeatability of the reform of administrative organizations through the path-dependence theory, mainly from the traditional administrative culture, the political-economic system structure and the organization behavior pattern. Beside, this article attempt to find out the breakthrough of the reform of Super-Ministry System in path-dependence from the establishment of new administrative culture and the reconstruction of power structure and the operational mechanism of the central government and the building of a Responsible Government.
