Research On The Key-technology Selection And Technical Development Strategy Of Fujian Province Under The New Industrialiation

Abstract/Summary:
The wave of global informatization poses new requirement for the development of Chinese industrialization. It provides development power and creates conditions for the fast development of productivity. But in china industrial basic and technological basic vary greatly between the provinces and regions. Therefore, it is necessary to probe into the development of new industrialization in terms of regions. The thesis targets that of Fujian province to inquire into the selection of key-technology and the strategy of technological development, in attempt to offer reference and foundation in making science and technology policy. Firstly, the study qualitatively analyzes the relationship among industrialization, new industrialization and technological development, the driving force of technological development in the new industrialization. Secondly, the progress of technology is the fundamental motive in pushing forward the process of industrialization. Compared with traditional industrialization, mainly promoted by IT, the new industrialization owns stronger and more solid technological foundation. On the basis of this, the article constructs the methodological system, in which the expert investigation method and relative matrix method combine. From the aspects of the technology-technology in the same industry and the relative degree between technology and the development of different industries, work out technology-technological matrix and technology-industrial development matrix, choose two levels key-technology groups formed by twenty-six technologies. The first level consists of ten key-technologies, which is driving, obviously supportive for the leading industries and important industries. The second level contains sixteen key-technologies. The twenty-three key-technologies have more interrelationship with different technologies in the same industry. The development of the twenty-three key-technologies can power the development of other technologies so that we can cultivate key-technologies selectively, and provide basis for giving priority over the new industrialization. Finally, through the econometric analysis on the new industrialization and technical development of Fujian Province, simulate that the increasing of resource investment on technical development can bring the improvement of work efficiency and economic benefit. But merely increasing autonomous research and development doesn't good to the enhancement of urbanization and informatization, purely raising the payment of technical introduction will lead to the increasing of resource consumption, which isn't good for raising the ability of industrial sustainable development. Therefore, from the long term, it is difficult to sustain the long-term, stable development of new industrialization in Fujian Province, alone depending on adding investment on technical introduction or increasing the investment on autonomous research and development. On the basis of increasing resource investment on technical development, raising "industrial fixed capital investment, enlarging industrial entire scale is beneficial to the amelioration of most quotas about new industrialization. But simply enlarging the industrial whole scope, while overlooking the synchronous development of electronic information industry, do harms to the raise of informatization rate. Only increasing the resource investment on technical development (here refers to increasing autonomous research and investment on technical introduction), meanwhile enlarging the industrial whole scope (here refers to larger fixed capital investment on industry and electronic communication equipment manufacture),makes various investment keeping upgrading in a certain quota .Such a strategy of technical development is able to improve the level of new industrialization of Fujian Province in an all-around way.
