With the development of economic globalization and the trade liberalization, the means for trade protection has changed a lot. Tariff has been declining. The technical barriers to trade, with technical regulations and standards being the core part, are not rare in international trade nowadays and become more influential to international trade. Therefore, they are getting more attention all over the world.China has been gradually playing a more important role in international trade. As a result, it also becomes the main target country of other countries to set technical barriers to trade. To reduce the influence of technical regulations and standards on Chinese foreign trade, we are required to have an enough command of the international technical regulations and standards. Such a requirement becomes more prominent when China has entered the WTO.The thesis analyzes the technical regulations and standards and is composed of five parts. Chapter one deals with the concepts of technical regulations and standards and the stipulations of them in TBT agreement. In a word, technical regulations and standards are not substitutable. They are the core parts of technical barriers to trade.Chapter two introduces the technical regulations and standards of the main developed countries such as the U.S., Japan and European Union. The analysis of their aims of setting so many technical regulations and standards is followed behind.Chapter three focuses on the gap between developing countries and developed countries in technical regulations and standards. The history of the gap, the reasons and the countermeasures developing countries should take are analyzed in this part. Afterwards, the trend of such gap in the future development of both developingcountries and developed countries are predicted.Chapter four presents the current situations of technical regulations and standards in our country and their influence on foreign trade. In Chapter five, four main counter-measures aimed to better our situations are suggested. The combination of all the above measures is necessary for the elevation of our country's status in international trade.By and large, the technical barriers to trade, with technical regulations and standards being their core part, are growing more important in international trade. The early consciousness of this will ensure the quick adoption of effective measures to guarantee the orderly economic activities and to promote the economic development of the whole world.
