The effective use of environmental standards system depends on scientific criteria and harmony among them.A systematic analysis on Chinese current situation and the existing problems in environmental standard system was given in the thesis. Some concrete suggestions on how to prove the environmental standard system in China were also proposed. Legal status and effects of environmental standards in the U.S.A, atmospheric environmental standards, environmental standards about water are introduced, and their characteristics is analyzed. The system of environmental standards and its enforcement in USA is consisted of ambient quality standards and effluent limitations or standards. USEPA focused on the practicability of the standards in setting them. The two kinds of standards are set to complement each other in functions. In enforcement environmental standards are not acting in isolation, but together with legal systems such as permit system and market organisms such as permit trading. Through the above way, the environmental standards and its enforcement made up a complete system. We can draw on the experience of USA in setting and enforcing of environmental standards in China.The author analyzed the problems in current system and made some suggestions about regulation of the system. The suggestions were probing scientific ways in constituting criteria; building up and improving environmental standards system of products, and setting up standards issuing and estimating mechanism. In order to meet the requirement of China entering WTO, development strategy on China environmental standard must be readjusted. Preliminary design for establishing environmental standard system adaptable to the beginning of next century.
