The competitive advantage is the key factor of corporation's success in the severe competition. In New Economy age human resource management will be confronted with a series of social and economic transformation. Corporation's uncertainly imitable competitive advantage will be shaped from managing the competencies of staff, especially the staff with professional technology and faculty. That's to say, human resource management is staff's competencies resource management in New Economy age. Based on this, this paper is aimed to explore a new mode of human resource management, which is based on staffs competencies.By combining theory research and case study, this paper investigated three issues about systematic human resource practices: (1) On the base of the theory of corporation's competitive advantage, to demonstrate that corporation's competitive advantage is from systematic human resource practices, more than human resource or single human resource practices. Then, on the base of competency, to integrate systematic human resource practices and discuss the meaning and pattern of competency-based systematic human resource practices; (2) Through the method of case study, to research on the process of systematic human resource practices' implementation, which includes development of competency model, and method and process of applying competency into recruitment and selection, training and development, performance management etc; (3) In comparison with some interrelated literature, to find out the improving way for case company.
