The Strategy of Going-out is one of the great programs set by our government to further improve the competitiveness of our enterprises as well as our nation after the successful implementation of the Coming-in Strategy. At present, our government mainly encourages those enterprises with comparative advantage to go abroad,not every one because of the fierce international competition and the overally low competitiveness of China's enterprises. However, are those enterprises with only comparative advantage able to win in the global market? Should they consider and design a comprehensive plan from the strategic angle? What kind of strategic goal should they choose to help them stand in the international market and make breakthrough development? After studying the Theory of Comparative Advantage and Thoery of Competitive Advantage thoroughly, the author makes a careful investigation into the present Going-out situation of China's manufacturing enterprises and analyses the problems emerging in them while taking into account the features of the ongoing Information Age and Economic Globalisation and the fact of China's entry into WTO, and combining the experience of those famous multinational companies both domestically and internationally. Based on these, the author carries forward her point of view---the strategic goal of those Going-out manufacturing enterprises should be set as to realize the transformation of comparative advantage to competitive advantage.
