Virtual Supply Chain (VSC) was defined as a kind of dynamic supply chain based on Internet, where the technology supporting center provide technology and services. In this way, it is unnecessary for certain core enterprise to build the supporting system, and the special technology supporting center can support the operation of several supply chains at one time. For large numbers of small and medium sized enterprises (SME), they have no ability and strength to serve as core role, so it is more difficult to manage VSC than to manage the traditional supply chain. In this paper, the theories and methods of project management are applied to VSC management, in order to strengthen the coordination among partners, improve the quality of the product and service, enhance the competing capacity. At first, the characteristics of VSC operation and management are analyzed, then the operation mode based on project management and simplified Workflow management model of VSC are established. Besides these, the project management model of VSC is established, and the life cycle of VSC is divided into four phases, i.e. initiation, evaluation, implementation, ending. At the same time, the major missions in the four phases are discussed, too. Secondly, according to the aims and characteristics of VSC, the building rules are analyzed, and a method to build VSC is proposed, which is based on BOM and the function modules of product. Then the dynamic building mechanism of VSC is established. Aimed at solving the problem of incomplete information between suppliers and manufacturers, the dynamic gaming model and the mechanism of rewards and punishment are established, according to the quality, delivery time and price the suppliers offered. By judging the data suppliers offered, the problem of order distribution for suppliers is discussed and it is validated by an example. Finally, the scope management, organization management, quality management, cost management, time management and risk management are studied. A management method system is erected, which is instructive for VSC management.
