At present the regional industrial structure is aggravated convergently day by day, low-level repeated construction and blind competition problem are very serious. The settlement of this problem requires us to use the innovation of regional industrial organization to form a distinctive industrial cluster system ,which has both competition and cooperation. So the research based on industrial cluster has important realistic meanings to promotion of our country and even every area industry's competitiveness and the developing in harmony in order of regional industry. The thesis sums up relevant document systematically, and establish a definition partition for industry and industrial cluster which is propitious to demonstration analysis and the research in policy.through summarizing the formulation and practice of the cluster policy both at home and abroad systematically on this basis,the thesis puts forward the problem urgently to be solved in the research in policy of present cluster. Moreover the thesis has proceeded with demonstration analysis of cluster to our country on this basis, which has carried on the dynamic and overall positive research from industry angle and regional angle, it has verified the results of some cluster policies in the past, and then proposed the impetus point of the research in policy . We still provide the all-around cluster development case,through studying the important function that the Xiaolan government plays in the course of cluster development, the thesis has offered a good model for research in policy.
