The Government Of Improving Competitiveness Of Jiangsu Industrial Cluster Public Policy Research

In the new round of technological changes and industrial revolution,the development of industrial clustering,as an important way of driving regional economic growth,is becoming the trend of regional economic development around the world nowadays.As one of the most developed regions in the manufacturing industry nationwide,Jiangsu has certain foundation for the development of industrial clustering.From external aspect,however,Jiangsu is facing the uncertainties caused by changes in international economy and trade structure,difficulties in regional cooperations,challenges within tense national competitions.From inner aspect,the facts of weak innovation capabilities,low industrial correlations,and lack of sophistication,are restricting the promotion of the competitiveness of industrial clusters in Jiangsu.In the near future,it will be a key period for Jiangsu's industrial transformation and upgrading,and it is a critical task to figure out how the government makes full use of public policies,gives full play to its own advantages,promotes the reform of the organizational mode of industrial development,and enhances the overall competitiveness of clusters.Therefore,this paper makes an in-depth study on the competitiveness of industrial clusters and the present situation of public policies in Jiangsu at the present stage,based on which operational ideas and policy suggestions will be provided for enhancing the competitiveness of industrial clusters.It is of great practical significance in terms of leading the optimization and upgrading of Jiangsu's industrial structure,hence realizing high quality economic development.This paper is based on the theory of industrial clusters and public policy.It reveals the opportunities,challenges,advantages,and disadvantages of the development of Jiangsu's industrial clusters using SWOT analysis.Competitiveness evaluation results showing strength,potential,motivation,and environment for 13 clusters will be obtained by constructing evaluation models for clusters particularly supported by Jiangsu.From the aspect of public economics theory,it analyzes abnormal phenomenon that the market is unable to satisfy public goods and service needs,to solve external uneconomic and regional coordinated development.It also indicates that governmental public policies might cause some other abnormal phenomenon that they are being carried out incompletely or excessively,and there are vacancies in public goods and service supply,and that public policies need to be further strengthened in terms of planning and guiding,public policy tool innovation,development path dependency of industrial clustering,and new ecological network building.By studying the experience of promoting industrial clustering in United States,Italy,and Japan,how government pushes forward public policies for industrial clustering development,including following market orientation,reasonable policy boundaries,focusing on building regional innovation environment network,making differentiated policies,will be discussed.Finally,it includes formulating the development plan of industrial cluster,optimizing the support policy of industrial cluster,constructing regional innovation network of cluster,promoting the cooperative relationship between small and medium-sized enterprises and core enterprises,expanding the cooperation and communication of cluster with foreign countries,improving the supply of public goods,and so on.
