With the development of new military change and economic globalization, people have generally accepted such an idea: The essence of management is the people's management. The People First of coming back in a century about management, this reflected the newest development trend of modern management. Recently, the party and national leading collective of new generation have made and " adheres to People First, state policy that establish overall , coordinating , sustainable development view , promote the overall development of economics and society and people ", regard People First as the prerequisite and foundation again. Proposing insisting on People First and doing a good job of soldier's management education, purpose is on the basis of developing management education fine tradition of our troops in succession, meet the needs of new military change actively, with the ideological education people of People First, train people, integrate thought and action of men and officers with route and principles and policies of the party conscientiously, undertake the double and historical mission of getting up in our troops better. This text speaks of from the basic meaning of soldier's management education, the thought of People First reflects while sketching soldier's management education, relevant theories of People First, the realistic meanings of People First and soldier's management education, finally, to insisting People First is with doing a good job of soldier's management educational problem and discussing the view. This text is to the party and national a research discussion practising in military soldier's management education of state policy thought about People First of leading collective of new generation. This text divides five parts altogether: First part : Basic meaning of soldier's management education This part, proceed with logic starting point of soldier's management education, manage to the soldier , management , army, military management education has carried on the interpretation respectively, finally, defined this concept of soldier's management education, namely in military management education, stress soldier's subject focal point , in order to manage soldier's thought well , standardize the management activity that soldier's behavior carries on and melt in the thought educational work among them . Second part : How to understand People First management correctly This part, has described from four respects mainly: First, the intension of People First management. On the basis of defining meaning, two stages going through at its development on the whole , namely has analysed from two theories of factors to three theories of factors. Two is the key to realizing People First. Draw support from the basic mode of business administration, analyse four stages of People First management: Controlling type , authorizing type , acting on one's own type and group type are participated in managing promptly. And has sketched the view of People First management about some scholars. Third, the influence on thought of managing of difference of Chinese and Western culture. Pass the comparison of the Chinese and Western culture difference, from administrative center , management essence , management and four respects of management mode, have analysed the influence on thought of managing with culture. Draw though China and western cultural consciousness have difference, manage the law from different human social development that angle announces, all the crystallization of the human civilization, should mutually combine , study in order to practise. The third part : Forming and embodiment of the People First idea in soldier's management education of our troops This part, at first, have analysed to the forming process of the People First thought in soldier's management education, then brief to make the survey to our troops each different historical period embodiment , People First of thought, have enumerated some to reflect concretly. Through describing , prove that stresses soldier's management education with the thought of People First, it is glorious tradition and style of our troops, is themagic weapon of gaining mastery over the enemy too, must develop in new historical time. The fourth part : Insist on People First and do a good job of the realistic meaning of soldier's management education This part, ones that have explained briefly the party and national leading collective of new generation put forward " adheres to People First at first, state policy that establish overall , coordinating , sustainable development view , promote the overall development of economics and society and people ", thereafter , have explained from four respects that insist People First is to the realistic meaning doing a good job of soldier's management education. First , insist People First and do a good job of soldier management education, it is army that implement 'Three Represents' important actual step of thought. Speak of from the essence of 'Three Represents', expound people are basic starting point and basic assurance of doing a good job of everything, insist People First stress soldier management education , want well realize , well safeguard , well develop the masses of interests of soldier most as all basic criterion of work just, this is the best practice that an army implements the important thought of 'Three Represents'. Second , insist People First and do a good job of soldier management education, it is army that comply with new economic era and new military change inevitable to require. It takes 3 remarkable characteristics and new military changes and 3 remarkable characteristics of new economic era, indicate both business administration and military affairs are managed , place the interests of protecting the people above the other things, depending on the people's positive participation, this complies with requirement of the times. Third , insist on People First and do a good job of soldier's management education , meet the desirability of soldier's newcharacteristic of new period. Investigate through the deepening army , has analysed 7 new characteristics of the soldier's of new period in thesis, these characteristics must implement management education with the thought of People First . Fourth , insist on People First and do a good job of soldier's management education , solve the urgent requirement for the existing problem in army's management education at present. Start with analysing the question existing in army's daily management education, enumerate curse and beat corporal punishment , commanding officer's will, in order to is it manage on behalf of another , infringe rights and interests inhuman phenomenon of management this to fine, solve the management education that these problems need to implement People First urgently. The fifth part : Insist People First is with doing a good job of the question which should be held in soldier's management education This part, the thesis establishes the management idea of growing with each passing hour from improving the administrator's quality mainly, proper to the soldier's basic attitude further, positive 7 respects of helping the soldier to remove difficulties and alleviate sufferings etc., have explained the People First of insisting and done a good job of the idea of soldier's management education.
