The Traffic Behavioral Research In The Field Of Institutional Change

As the artery of the social system and the important social phenomena, traffic is a kind of material culture that is come out mankind reforming nature and adapting society. It is important tool for people to breathe and develop. The development of the traffic has become a kind of symbol and important condition that society progresses with. "Law of Road Traffic Safety of the People's Republic of China"has been carried out formally on May 1, 2004. It ended "Management Rules of Road Traffic of the People's Republic of China"which was carried out since 1998. It has experienced a deep institution change in the developing history of traffic rules. It incarnates "The life is the most valuable, protecting the life dignity". This is positive for the change of traffic institution. It is to deserve affirmative. However, it is incomplete and out of it's depth as the formal institution. All of the traffic problems can't be resolved only depending on formal institution. The author analyzes some cases which happened in Changchun city and points out that traffic institution needs to be reformatted, consummated and developed continuously. The author put forward some suggestion of the solutions for the current traffic problems. The article is divided into four parts in all. Ⅰ. Introduction Traffic behavior refers to the social activities and social phenomena that evolve from human's instinctive behaviors. They are to meet need of their lives and development and to realize the transformation of the space position among human beings, objects and information. Traffic behavior is human's daily behavior. As a social factor, traffic is a flowing society. It is the organic cycle system of our society. Traffic behavior is one of the most important fields of our social lives. It is also the commonest content of our social subject ----personal lives. As a kind of social creation, traffic has a key role for the existence and the development of human beings, our nations and the whole society. According as the meaning of traffic, social characteristic of traffic is: First, traffic has a wide social connected nature. Second, traffic derives from human's action instinct. Third, traffic is a kind of social behavior that main body unifies instrument. Fourth, traffic has social systematic nature. Institution is the regulation which requires the members to obey and act according to certain procedure. As for the inducing description, all kinds of definitions don't leave the key definition of rules. It is the key of institution to define human's behavior. And change refers to the ways that system is established and variety is broken with the movement of time. Institution change can be understood as the substitute process of one higher efficient institution for another institution. Social Deviance, also called deviance behavior and away from rail behavior or deviates behavior, denotes social members (include social individual and social group and social organization) that they deviate or violate the behavior of extant social standards. Ⅱ.the change of traffic institution—"Law of Road Traffic Safety of the People's Republic of China"2.1 The general depiction of change of traffic institution With the process of social development, traffic rules appear as a kind of special social phenomena. And they have been completing constantly from simple to all the points and from lower to higher. "Law of Road Traffic Safety of the People's Republic of China"has been carried out formally on May 1, 2004. It ended "Management Rules of Road Traffic of the People's Republic of China"which was carried out since 1998. It has experienced a deep institution change in the developing history of traffic rules. The writer's research key is about human being's traffic behavior taking Changchun city as a case with the change of the institution in the background. 2.2The thinking about the change of the institution Everyone must have its natural life. Natural life is everyone's existent base. Everyone must not only protect and cherish its life, but also satisfy the need of life. The change of traffic institution incarnates "The life is the most valuable, protecting the life dignity"and developmental idea of humanism, legal system and science. This is positive for the change of traffic institution.It is to deserve affirmative. Our country has entered into the transition period of all-around development now. With the society's development and progress, the change of traffic institution not only bring people conflict of new and old idea, but also cause people to be at loose ends and at their pleasure in the transition period. The numbers of vehicles and drivers are increasing rapidly. The ownership of vehicles is multiform. The drivers are more and more. However, the traffic management sections do not adapt to this kind of variety very good. They usually accustom to according to depend on themselves. They do not depend on government and social power to manage the traffic adequately. And they have no the related sections'trust and support. The traffic policemen undertake a flood of work by themselves. So the achievement is not enough obvious. People's legal system consciousness is not strong. Some people even don't obey management. The behaviors of social deviance in traffic take place again and again. The data shows that our country has entered the period , which traffic accidents taking place frequently. Although carrying out "Law of Road Traffic Safety of the People's Republic of China"is to deserve affirmative, the law can't keep the traffic accidents within limits. If the circumstance develops further, the people's living level and continuous development of the city must be affected. So "Law of Road Traffic Safety of the People's Republic of China"is incomplete and out of it's depth as the formal institution. The traffic institution needs to be reformatted, consummated and developed continuously. Ⅲ.The analyses about Traffic Cases in Changchun City The writer analyses and points out several problems which are resolved exigently by some cases since "Law of Road Traffic Safety of the People's Republic of China"has been carried out. First, there is a lack of safe consciousness in traffic. Universal Social Deviance behaviors in traffic are controlled hardly. Second, the blemish of the traffic institution causes escape and compensating trouble after accidents are taken place.Third, illegal drivers conflicted with policemen. IV .Suggestion of the solutions Because the writer's investments and analyses are only in Changchun city about the suggestion of the solutions, it is hard to put forward the general ways of the solution with all the country. The writer can only regard Changchun city as explanation object to discuss. First, we should control traffic deviance behavior according as "Law of Road Traffic Safety of the People's Republic of China". Second, we should to set up managing mode about community policing, and to realize modernization of software. Third, drawing lessons from the green Olympics and green traffic in Peking, traffic management should develop green traffic and walk the road of durative development. The writer hopes that this article can resolve some currents traffic problems in a certain degree.
