Economic globalization has become the trend of economic development of the world today. In an effort to respond to the ever-changing domestic and international situations, as well as to deal with the social and economic problems, nations worldwide have carried out public administration reform. As a result, economic globalization and the role of government has become a topic every nation is seriously concerned with.This paper, beginning with descriptions of government administration, briefly discusses the role of Western governments in market economy, and both the functions and role of China government under different economic systems. The author reviews the changes China administrative management system reform has gone through since the opening and reform policy was implemented; analyses the problems with government administration management, in particular the administration management of local governments; calls for further reform of government administration management to meet the needs of China' entry into WTO.So far as the value orientation is concerned, to further administrative management reform, we must establish a limited government ruled by law, construct a service government to improve efficiency of administration and realize justice and equality. As for the measures to be taken, administrative management reform must coordinate with political and economic reform, emphasize the balance and supervision of administrative powers, transformsmolds of conducts of governments and learns from enterprise operation patterns in an appropriate manner. All in all, the key to administrative management reform is the change of government functions.To push forward administrative management reform in China, the change of government functions should be facilitated; the relation between central and local government should be clarified; the governmental bodies should be set up in a scientific manner; and ways for administrative management should be innovated, which include reform of administrative examine and approval, public utilities reform, investment and financing system reform, and finally the realization of a e-government.
