The Study Of Institutional Reform And Government Functions

China's reform of government institutions is an extremely important issue in the political life of our country. Since China carried out the policy of reforming and opening up, according to the needs of the situation, each governing politicians take measures to reform the institutions under the previous government to adapt to the requirements of economic and social development. Because of their different situations, the reform of government institutions and the requirement are also different and the institutional reform has different characteristics.We believe that the common problems of institutional reform is the issue of recycling. Beneath the recycling phenomenon, the real functions of the government is not clear, institutional settings are not standardized, and legalized, agency personnel swift is not well managed. Among these three factors, the government's function is the key factor.The reform of government institutions covers a wide range of economic reform, political reform, reform of the administrative system and other aspects will be associated with the institutional reform. Government functions will be also impacted by these factors. Specifically, according to the requirements of the economic reform, the government should not direct the economic development or offer the direct intervention. Otherwise, they should be collaborators in formulating rules and regulations, improve investment environment, and provide certain public services as well as strategic guidance. According to the requirements of political reform, we have to rationalize our ruling party, the National People's Congress and the relationship between the government and the building of socialist democratic politics with Chinese characteristics. The focus is to protect people's rights as the masters. From the requirements of administrative reform, we need to straighten out all departments and all levels of functions from the government. We should change the connotation of the government's administrative functions to the "executive - control" management , change "rules - services"-management to "serving the people" public service system. According to the principle of "the separate conduct of public and private affairs ", we should develop more intermediary organizations, which use market forces and social organizations of the community to provide public goods and services.The three requirements of the reform outlines the direction of the transformation of government functions and meanwhile defines the functions of the government connotations. Then, we have to set up the government institutions based on the statutory functions of the government, get a good control of the personnel swift, and ultimately promote structural reform.
