The Reinventing Government's Image In The Transition Period

The good government image is the foundation of social stability, the spiritual prop of inspiring the Chinese public to defeat the difficulties, and the important condition for government probity. With the development of socialistic market economy and the progress of politic democracy, the government image has become a standard of measuring government performance. Therefore, under the socialistic market economy condition, with the improving of this market economy with Chinese characters, under the premise of enhancing the executive ability of Chinese Communist Party and in the trend of globalization, the study of the government image rebuilding in this economy transition period is important. These years all levels of governments has showed their recognition of government image in many strategy decisions, such as the institution regulations, corruption punishment, unemployment reallocation, etc. The same time it also reflects the increasing of image consciousness among administrative staff. In 1997, China set up a project of strategy study in government image that means the problem of government image has been raised to the agenda.Based in the government transition period, this article traces and explores the source of government image in china's traditional politics and culture. Based on the comparison of modern government image conception, this paper proposes to build the new government image with a time character by using modern government conception, political system. Meanwhile, it analyzed the achievements in running the country and improving the social life since China's reform and opening, the phenomenon and behavior that are harmful to the government image and the reason of this phenomenon. Based on the above analysis and combined the newly social reality, this paper suggested the buildup of government image from the following aspects, the government function identification, legal system buildup, opening administration, citizen participation, electronic network, electronic government, government learning and staff capacity improving. This paper also tried to give an evaluation index of government image, tried to set up a evaluation index system to analyze government image from both quality and quantity aspects. I believe this study is important in pushing the deep research of government image.
