Since international tourism has played a more and more important role in China's economic growth, the development of international tourism is a significant part of the national economic growth. However, the fact is that by now those research that studies international tourism in China far lagged behind the remarkable development of China's tourism, especially how to construct a foundationally theoretical basis for our research work, so that make our research outcome endowed with more practical values. This paper attempts to probe into this issue.In general, this paper includes four parts. The first part mainly studies on a general introduction of international services trade and international tourism service trade; in view of this, the paper puts forward some private ideas. Then, the second part mainly introduces the laws of tourism in China and The Protocol For China's Entry into WTO. On the analysis of these, the paper points out the impact of entry into WTO on international tourism service trade. The third part mainly analyzes some problems that block the development of tourism service trade, includes:the problem of Non-Discrimination, Transparency, Market Access and Dispute Settlement. In the last part, the paper tries to reconstruct of our tourism administrative system. I hope this article provides an instructive idea for the further development of international tourism service trade.
