The voluntary service is a lofty social cause.On the basis of conscientious spirit and setting up bright hope in mankind, the voluntary service develops with development of the society. Today, more and more people approve of the voluntary service and noble spirit contained.There are more and more people who participate in voluntary service and the service field becomes wider and wider. The voluntary service has already become a important means which promots society's all-round developing, become the important sign with progressive of social civilization, and become an international, vigorous cause.In contemporary society, non-profit organization (NPO)has got swift and violent development as the main carrier of the voluntary service. The volunteer becomes the important human resources of NPO. The managing performance to the volunteer influences the success of management to the NPO directly. The management to the volunteer in NPO is particular. Which determines it different from the humnan rescoucers management of commercial organization and the government. In our country, the NPO and the volunteer are also only fresh things. The study on the theory and the practice of the volunteer's management in NPO are just started. So, the study on the volunteer's management of NPO has important theory and realistic meaning.This research have probed into the management process of the NPO's volunteers overally and deeply, starts with the characteristic and the particularity of management to the NPO's volunteers.It researched positivitly the management of the volunteer in the sixth Chinese flowers fair, and have pondered over its advantage and inferior position combining the current situation of the volunteer's management in our country. Then it put forward corresponding suggestion to key issue. So it hope offer certain theoretical foundation and realistic basis to the management of the NPO's volunteer in china.This research worked out the following conclusions:Firstly,the volunteer is who devotes its time , energy , skill, experience to the organization or the group voluntarily, and does not look forward to any materiality repayment;Secondly,the volunteer's important value embodies in the value to the society,to the NPO and to the volunteer personal;Thirdly,the carrier of the organized voluntary service, which should be mainly NPO, not be the government department and enterprises either. Generally, the NPO's volunteer is divided into three kinds: the type of managing ,daily and project volunteer, according to working nature. This text regards the type of project volunteers as the main research object.Fourthly, the management of the NPO's volunteer has its particularity, which is shown as the particularity of the quality requires, training process, encourage ways and performance appraise mainly;Fifthly, according to the procedure of the human resources management ,the process to the management of the NPO's volunteer including plan , recruit and selecting , training , disposing and coordinating , encouraging , supervising and assessing , disbanding. According to the procedure of the project management and the stage of preparatory work to the voluntary service project in NPO, the volunteer's management process is divided into three stages: preparatory stage , implementation stage and finishing stage at project. Every link of the volunteer's management has different contents , and may present different problems .So the administrator should take the positive measure and tried one's best to avoid these problems in the course of managing ;Sixthly,this paper researched positively the management of volunteers in the sixth Chinese flowers fair and analysed two respects of the advantage and inferior position to its management .Thoes have reflected the current situation and existing problem to the management of the NPO's volunteer in china to a certain extent. This research proposed the suggestion from the following several respects: the government should offer the good administrative environment and legal environment for the management of the NPO's volunteer; it should optimize social cultural environment , strengthen citizen cultural construction and improve approval degree of the public to the volunteer it should perfect NPO's own mechanism of management to the volunteer.
