Research On The Distribution Model Of Disaster Relief Fund For Peasants To Build Houses In Huaxian, Shaanxi

After the natural disaster, the distribution of disaster relief fund for victimss to build houses is an important safeguard for them to reconstruct new houses ,guarantee the basic survival requirement,and maintain the social stability as well.However, the traditional distribution model of the disaster relief fund is not suitable for the market economy and it is urgent to need a scientific, reasonable , strong operational system and method to standardize the distribution disaster relief fund so that the work of reconstruction can be carried out effectively and keep in order.Therefore,it is of great significance to study the the distribution model of disaster relief fund for victims to build new houses.This paper takes the distribution model of the disaster relief fund for victims to build houses after the flood Weihe river as research object in 2003, Huaxian ,Shaanxi. Having studied the relative literature in Public Choice Theory, Economic Game Method, Equity Theory, Channel Management Techniques, Control Theory, Performance Evaluation,Social Security,Society Reliefe and Repayment after disaster,ect.,the author Analyzed the environmental factors that influence the distribution of relief fund for victims to build new houses in Huaxian,Shaanxi, such as politics,laws, economics, social culture, geography and technology.,and put forward the key factors and restaint conditions affecting the distribution of relief fund.Furthermore,the author studied the classification relief and the method calculateed the amount of relief subsidy by the way of"family+person"in the distribution of disaster relief fund.After the author analyzed the quantitative standard of the disaster relief subsidy,and analyzed the bargaining process in the distribution of disaster relief fund for buliding houses between the government and peasant by the adoption of Game Method so that the subsidy range of the disaster relief fund is established .This kind of distribution system overcome the defect of traditional method that is random,and is helpful for peasant to strive for their own interests.In the light of the existing problem of traditional distribution channel of disaster relief fund,this paper adopts the short pathway method of operational research to design the best channel of distribution, and put emphasis on introducing financial service enterprises to participate in the distribution so that it could effectively improve the distribution channel of, reach the aim to optimize the control and supervision of distribution of relief fund , reduce the cost of governments'operating and the loss of the fund.Finally the author resolve the aim of distribution of the disaster relief fund for victims to bilid houses and utilized a analytic hierarchy process to construct the index system of evaluation of distribution of disaster relief fund. Based on the quantification ofthe Grid Model of the result of questionnaire, the author standardizes qualitative index and fixed quantity index, and gets the synthesis evaluation result based on the public acceptance.
