Research On Complementary Mechanism Of The Government And The NGO In China’s Disaster Relief

Natural disasters is one of the greatest threat to the progress of human civilization, about5%of the wealth created each year by human society engulfed by a variety of disasters, disaster relief is a worldwide issue. China is one of the few countries for the most serious natural disasters and have been affected by the natural disasters in recent years. After the disaster, how to build fast, efficient post-disaster rescue mechanism in response to various natural disasters, reduce the loss of the disaster to bring the material and spiritual, is a major issue facing our country. As a provider of public service and a manager of public affairs, government has assumed a leading role in disaster relief and can not be underestimated. Meanwhile, the NGO also played a role can not be underestimated in the rescue and relief work time and time again by virtue of its fast response, high efficiency, flexible forms of work, a broad-based staff and advantage of the technology and institution.From the trend of diversified development in disaster relief, the government has assumed a leading role increasing in disaster relief work, while non-governmental organizations in this field have played a role should not be overlooked. Therefore, research on how to build the working relationship between government and NGO in disaster relief is most important, in order to make rapid and healthy growth on disaster social assistance work. This article is based on these realistic foundations. First, integrated using of the government failure theory and supply theory, a theoretical basis have been provided to the non-governmental organizations involving disaster relief work; Second, research on domestic and international disaster relief and NGO work have been summarized; Again, as two examples, the Wenchuan earthquake and Yushu earthquake have been used to summarize and compare the experience of the government and NGO in disaster relief work, both work and analysis of existing problems and their causes; and both the work of the existing problems and their causes have been analyzed; Finally, based on China’s national conditions, a proposal of the policy and practice of the government and NGO have been put forward, then a new relationship between the government and NGO in disaster relief work have been established, trying to establish a complementary mechanism of the government and NGO disaster relief, in order to play their respective roles better to avoid duplication of resources, and promote efficient cause of disaster relief and harmonious development.
