At present. They are making enormous achievement, at the same time they still exist some insufficient and questions: innovation ability is relatively weak, the view of the patent tactics is not strong, the ability of making profit is not high, the ability of gather the human resources is not very high too, the industry is lack the ability of gathering. These questions are relevant about the strategy orientation and carry out the strategy . The situation of the Hi-Tech zone of Zhengzhou is like this . The Hi-Tech zone of Zhengzhou was foundation on October 31 , 1988 and it was sanctioned for the national-level high and new technology industrial development zone by the State Council on March 6 , 1991, it is the most intensive and developed area of the new high-tech industry in Henan Province, However, the economic growth rate of the Hi-Tech zone of Zhengzhou is not fast enough, the position is a little back in the whole country ; The leading scope of the enterprise is not large in the pillar industry, related degree between enterprises is low; The level of utilizing foreign capital is lower; the foreign country's drive ability is poor, invitingoutside investment appear the situation that " 3 more and 4 little ": There are many general overseas-funded enterprises, big transnational groups are few, there are many projects inside the province (city ), there are few projects outside the province (outside the city ); the produce project Inside is more , new projects little , new fund full into area is little . This article uses PEST tool to analyse , from the political to legal environment, economic environment (macroeconomy environment, environment of middle part emerges, the environment of the international industry shifts), social environment, technological environment .This four respects have analysed the internal and external environment of the Hi-Tech zone of Zhengzhou, find out its advantage and inferior position; Use five power analyse tool to analyse the competitive environment faced in development of the Hi-Tech zone of Zhengzhou.
