Researches On Changes Of The Mode Of Base-Level Public Policy-Making In Yueqing City

Located in southeastern Zhejiang Province, and facing the seashore of the downtown of Wenzhou, Yueqing City boasts of the cradle of the Wenzhou Mode of Economy Style. Since Yueqing's adoption of reform and open-up policy, its private economy has taken full wing, and it lists the 35th among the top 100 counties including county-level cities in terms of comprehensive rural economic strength. With the changes of social environment, the formation of the base-level government has taken on great changes accordingly: the administrative-fonnation governments are developing into managerial-formation ones, the controlling-formation governments shifting to service-oriented formation, and the unlimited -power-governments changing into limited-power formation. In this course, the traditional hierarchical public policy-making mode can not meet the demands of the development of the scientific-democratic policy-making any further. Thus the mode of policy-making requires to make some changes timely, and the establishment of democratic policy-making mode should be put on the agenda.By expounding the theories home and abroad of the public policy-making mode, the essay makes a sum-up and concludes that mere are mainly two modes of public policy-making i.e. hierarchical one and democratic one. In the aspects of the historical background of rural base-level organization, the features of traditional base-level public policy-making, and the reform of the rural base-level institutions, the essay makes an analysis of the hierarchical public policy-making mode of the base-level institutions in Yueqing city. In addition, from the respects of the development of private economy, changes of farmers and the weakening of thetownships and towns' ability to regulate and control, the essay elaborates on the changes of the base-level institutions in Yueqing. On this basis, the author makes a comparison with the traditional public policy-making and the one in the current situation, then proposes the establishment of democratic public policy-making mode, and finally makes an analysis of the changes of the public policy-making mode in terms of subjects, rules, mechanism and means.
