System Of Protection Of Public Policy Making

Public policy is a dynamic process, including some links such as formulation,implementation,estimation and termination. As the first link among them of this process, the policy formulation is so significant that it will influence the policy to be successful or not. There are many factors effecting policy formulation , for example, main body factor, object factor, policy environment factor and institution factor. The last one plays key role among them. At present, China is in process of rotating type of system. Many systems are not very perfect. It causes that much public policy can't get the sufficient protection from systems in formulation. Owing to this, the article takes the institution analysis as the fundamental implement in research, integrates the result of theory research in the new institutional economics, and takes the problem as the logic starting policy conflict, policy lack, policy exceed in process of policy formulation. It analyses the problems in Chinese public policy formulation deeply in tow aspects of formal and informal institution, in this case, tries to formulate the effective institution of Chinese public policy in order to resolve the problems in public policy formulation, to get the policy formulation better and improve the quantity of public policy.
