| In the governance of the modem mature government,the public's participation of policy-making is becoming more and more important.Recently,the Guangzhou government has tried valuable measures to enhance the public participation of government's policies.To enhance the participation level of the public participation in Guangzhou persistently and effectively,the basic premise is to measure and understand the attitudes of the public objectively and accurately.Therefore,the study of the attitudes of public's participation in policy-making is of great significance. Taking Guangzhou as a case,this thesis explores the situation of the attitudes of the public's participation in policy-making with the empirical investigation as its research method and the individuals as its focus.Built on the current research achievements,it proposes 'attitude-level' as its theoretical tool and designs the index system of measurement for the questionnaire.In the design of the index system,the attitude-level is operated into forty specific indexes from four main dimensions,that is,participation knowledge,participation obligation,participation efficacy,and participation experience.The questionnaire is handed out in Haizhu district,Tianhe district and Tangxia village in Guangzhou.The data retrieved are analyzed by using the statistic software with general inventory and demographic inventory respectively and these marks are discussed with related theories.In general,the attitude-level of the public's participation of policy-making in Guangzhou is in moderate or higher position.The essential attitude tends to be positive.In the attitude level of the public's participation of policy-making in Guangzhou,there is no obvious gender difference.But the level is in direct ratio to the education,that is,the higher education the public receive,the higher the attitude-level is.Meanwhile,the duration the public live in the city is unrelated of the attitude level.In order to enhance the whole level of the public participation in Guangzhou,the Guangzhou government can bring in creative ways of participation and develop them gradually.At the same time,the society can cultivate citizenship around the campuses and make an ideal civil society as well as emphasize the sense of citizen obligation and the education of responsibility of the students. |
