Research Of Knowledge Production Mode In Public Policies Making In China

Under the objective requirement of the development of socialist politics,public policy-making is increasingly pursuing science and democracy.Public policy making can be regarded as a cognitive activity of production and application of knowledge,and the introduction of any public policy requires sufficient and complete knowledge as a basis,and different public policies require different types of knowledge.However,the incomplete knowledge of the public policy-makers,the asymmetry of decision-making power and knowledge allocation,the Policy bias caused by different knowledge differences and the communication obstacle of policy knowledge production make the public policy-making become a complicated system engineering.Based on the importance of knowledge production to public policy-making,this paper attempts to analyze the process of making public policy in our country from the knowledge approach.Starting from the main body of knowledge production,I think that there are three modes of knowledge production in the process of making public policy in China: The first is the "independent search" knowledge production mode with the government as the main body from the top to the bottom;Second,the bottom-up "pressure response" knowledge production mode triggered by the masses and responded by the government;Third,by the government,experts,the masses and other multiple subjects interaction up and down the "consensus coordination" of knowledge production.The three-dimensional knowledge production makes the government,experts,the public and the media all participate in the process of public policy-making,adapts to the requirement of the diversification of the main body of policy-making,not only effectively reduces the knowledge in the policy-making,but also promotes the knowledge sharing to a great extent,and forms the policy consensus.Not only guarantees the scientific decision,and it promotes democratic decision-making.Of course,there are also different problems in different modes of knowledge production.For example,the cost of knowledge production mode of "independentsearch" is too high,the impact of "pressures response" on knowledge production is limited and the knowledge production mode of "consensus coordination" is irreconcilable.In view of these problems,it is required to pay attention to policy effectiveness and build a learning-oriented government in the process of policy formulation,to expand citizen participation and protect the status of the people,to implement consultative democracy,and to improve the knowledge supply system.This paper analyzes public policy from the perspective of knowledge production,and probes into the operation of different knowledge production methods and the value significance of public policy-making.This study provides a new perspective to examine the process of public policy-making in our country,which is conducive to recognizing the knowledge base in public policy-making,clarifying the intrinsic relationship between knowledge production and public policy-making,and has certain significance for the scientific and democratization in policy making.
