Study On The New System Of American 2014 Agricultural Subsidies Under The WTO Framework

Agricultural act is the main form of establishing agricultural subsidy system, American agricultural act of 2014 has reformed agricultural subsidy system, which cached the eye of other country. China’s agricultural subsidy system still exist some shortcomings, should improve agricultural subsidy system, which should be based on the experience of the United States, constraints under the rules of WTO agricultural subsidies.Except introduction and conclusion, This article is divided into four chapters, totally more than 35000 words:The first part is the general analysis on agricultural subsidy system, Firstly, defined the concept of agricultural subsidies and introduced the relevant classification of agricultural subsidies; and then put forward the focus on relevant four questions on agricultural subsidies:whether it should cancel the agricultural direct subsidies, whether should strengthen agricultural insurance subsidies, how to strengthen the agricultural resources and environmental protection subsidies and how to perfect the rural development subsidies.The second part expounded the WTO negotiation process and results about agricultural subsidies. This paper introduced the basic rules of WTO agricultural subsidies, and analyzed the related problems under the framework of WTO. Thus discovered the WTO rules are only principle of related problems, country has the right to make detailed regulations on related issuesThe third part focused on the United States 2014 new agricultural subsidy system on related issues. Firstly, introduced the background of establishing agricultural subsidies system; then, introduced the important changes of the new agriculture subsidy system; lastly, described the impact of new agricultural subsidy system from two aspects:domestic and international.The last part, analyzed the present situation and four defects of our country’s agricultural subsidies system. We should draw lessons from American experience, perfect the system of agricultural subsidies in our country.
