With the running of the GAIT and WTO, tariff barriers are continually cut down, and non-tariff barriers are limited more and more rigidly. But western developed countries adopt enthusiastically the measures of non-tariff barriers aiming at the purpose of trade protection, and green barrier has been the most prevalent type at present. Green barrier is a kind of new non-tariff and is being used more and more extensive. And the generation of green barrier is derived from many reasons among which there are two most important ones: one is human beings' unparalleled concern for environmental problems, and another is trade protectionists' eager hunt for new ways of protection.Before our country entered the WTO, tariff and quantitative limitation were the main barriers that gave a negative influence to our country's export of produce. But at present, green barrier has become the biggest obstacle to our country's export of produce and lay serious stress and challenge on that. Our country is a big agricultural country and trade of farm produce occupies a big share in our country's foreign trade, so the author think it is imperative that we deeply study the problems of green barrier that are appearing in the process of trade of our country's farm produce.Based on the generating causes of green barrier, the paper proposes the definition of green barrier and analyzes its development and character. Additionally, the paper puts forward relevant countermeasures through exploring the influence of green barrier on our import and export trade of farm produce.
