| Agriculture is the foundation of the economy. It is the most basic industry that the mankind depends on for existence and development. It is the important source of the material goods for mankind to survive, the development of agriculture is influencing the stability and development of a country directly. But agriculture innates weak qualities. It can not develop lean against its own accumulation. So. implement the support and protection to agriculture is generally admitted in the range of the world, the government approved to the financial subsidy which be implemented in agriculture extensively.But for a long time, It has influenced the development of international trade because of no rules for subsidy, It has twist and damaged the interests of the various countries of trade. So, through hard negotiation, during the multilateral trade negotiation of Uruguay Round of GATT , they have reached" agricultural agreement of Uruguay Round". It standardize various kinds of agricultural protective measures that the various countries implement. Through the long negotiation more than 15 years, our country joins World Trade Organization on December 11, 2001. So, according to the rules of WTO , our country must obey the corresponding rules to require.Our country has obvious mark with planned economy of agricultural subsidy policy, so, there are a great deal of weak places. However, how to regular financial subsidy in agriculture, strengthen our country in WTO" agricultural agreements" has to be a very realistic problem.Through consulting a large amount of materials, I carried on deep research and analyses about this policy , and introduce the reason and current situation of agriculture of our country, At last, on the basis of using the successful experience of developed country for reference, propose the suggestion of the agriculture subsidy of our country and relevant measure.
