The 16th National Congress of Communist Party of China (16th NCCPC) points out clearly:"It is an important political mission for the whole communist party to fight and prevent corruption resolutely."The significance of anti-corruption struggle is put before the whole party again. As the supervising and administrating department of nation's imports and exports, the customs carries the duty of "administrating according to law, guarding the pass for country, serving for the economy and promoting development" of job. The specific jobs which the customs officers are engaged in, such as supervision, imposing tax, suppress smuggling and examining etc., are all high-risk and high sensitive. Therefore, how to enhance and perfect the incorruptibility construction of high-risk posts in customs in China has become a problem that many scholars are analyzing and discussing. So, the topic "Study on the Incorruptibility Problems of High-risk Posts in Customs in China"is of great importance. At first, the paper makes a division on the high-risk posts in customs in our country and gives out their characteristics. The posts that hold the key secrets, has freer right of judgment, and are of large power and of high position, such as the posts of examining, dispatching lists, checking price, checking lists and evaluating price and so on in the period of passing customs, the posts of going to factories and canceling after verification in the supervision of processing business, and the posts of surveying and investigating, are called high-risk posts in customs in China. First, the incorruptibility construction of high-risk posts in customs in China is a necessary guarantee for carrying out the plan "managing state affairs according to law"and customs working policy "administrating according to law, guarding the pass for country". Firstly, the characteristics of corruption when executing the law: variety, concealment and community. Secondly, the main causes of execution corruption in high-risk posts in customs in our country: the comprehensive factors in transformational period of economy; the factors in managing system; the factors of thought and idea. Thirdly, the social harms of execution corruption in high-risk posts in customs in our country: destroy political stabilization and damage the image of government in which the customs is included; obstruct the productivity development and endanger social economic establishment; restrict cultural development and cause corruption and depravity. The fifth part of this paper proposes the guiding thought, basic mission and specific requirement of the incorruptibility construction of high-risk posts in customs in China. And it also puts forward the main approach and countermeasureof the incorruptibility construction of high-risk posts in customs in China. First, set up the interior management system for the high-risk posts in customs. It includes: give priority to precaution and educate at first; break through the limit of supervising thought and establish the long lasting system of interior supervision and restriction; perfect and standardize the related personnel working system; constitute and improve related laws, regulations and standard documents; suitable degree of punishment; put high salary into practice to foster incorruptibility. Secondly, construct risk management system in customs, establish modern customs system, and strengthen the incorruptibility construction of high-risk posts in customs in China. Thirdly, establish the exterior supervising system of high-risk posts in customs, which includes: carry out "Sunshine Project", insist on publicizing political affairs and customs affairs, and strengthen execution and supervision; combine NPC (National People's Congress) supervision, judicatory supervision, consensus supervision and social supervision together, supervise from different angles, different ways and different levels, form effective supervision network, and exert the whole efficiency of supervision.
