A Study On Recommendation With Democracy In Promotion And Appointment Of Leading Carders

To recommend the candidates democratically is some procedure and process through which the party and the relevant personnel department select and promote carders. The recommendation democracy institution is the basic establishment for the Communist Party to select the leaders and carders, reflecting and safeguarding the people' s information rights, participation rights, selection right and the supervision right. On July,2002 the Statute of Leaders and Carders Promotion and Appointment promulgated by the Central Communist Party provides that it is a required procedure to bring forward the reviewing candidates when promote and appoint the leaders and carders. Thus recommendation with democracy turns out to be the necessary procedure and the important form of the root democracy. However, under the circumstances of the socialist market economy, with the increasing diversity of the employment, allotment of benefits and other social elements, difficulties occur in the process to the carders selection. To adhere to the recommendation with democracy with any deviation is helpful to go beyond the limits to select a small number of people within a relatively less choice, making the distinguished people outstand.With the perspective of data analysis and cases study method, this paper introduces and analyzes the formation and development of the institution of recommendation with democracy, emphasizing the importance of this system. Also, this paper proposes some resolution measures to the problems existing in the institution functioning process.
