Open recommendation and direct election is a kind of new mode of electoral democracy, is also one of the landmark innovations in the construction of inner-party democracy. In the past decade, the reform of open recommendation and direct election of the Party in city basic level has been thriving. Based on public governance theory, public choice theory, public choice theory public choice theory public choice theoelection’s theory, and inner-party democracy thought, this paper has researched the significance and feasibility for developing open recommendation and direct election. From a practical point of view, the study reviewed the development process of Nanjing BaiXia District’s open recommendation and direct election in the past 10 years. Through the comparison of the differences and similarities between the three times works in BaiXia District, tried to sum up the general rule of open recommendation and direct election in the Party of city basic level. Furthermore, this reform has ensured the subject status of the Party members to be respect, achieved the reform of power granting mechanism of the Party secretary, and established the basis of the justification of governing state affairs by CPC as well as our country’s democracy development. On this bases, this paper thinks there are still four problems in open recommendation and direct election of the Party in city basic level:the ability of ordinary party members and mass in exercising democratic rights is not strong, the program lacks normative and maneuverability, follow-up management needs to be standardized, the overall design of the system need to be further perfected. In order to provide practical experience for further standardize and develop, this paper tries to puts forward countermeasures.
