Discussion On Construction Of The Service-oriented Government At The Development Zone

To win in the economy in the world after our country joined WTO and in the exciting capital competition under the economic globalization, as the extrovert economic area, Development Zone need to enlarge its construction of service-oriented government management. With standard service, it constructs fair, transparent, incorrupt and efficient governmental environment, in order to absorb more foreign investment. This thesis use the public management theories (public choice, new public management, new public service theories) as the analyzing tool to search for the existing problems, it studies on the Fuzhou Economic and Technical Development Zone as the individual example to understand the common characteristics in the other areas all over the country. Furthermore, it put on the question that how to construct the service-oriented government, and how to make the soft environment better.The thesis includes four parts:The first one looks back the establishment, the development and the new problems facing of the national Development Zones. It is clear and definite that solving the problems that Development Zones facing depends on the establishment of the service-oriented government, and make the soft investment environment better.The second one looks back the experiments of the Fuzhou Economic and Technical Development Zone in developing service-oriented government and make the soft investment environment better.The third one introduces the way and the experiences of other Development Zones in China.The final one puts forward the suggestion on constructing the service-oriented government, according to the theories of service-oriented government, Learning from the successful experience of service-orientedgovernment, facing the difficulties and problems that the Fuzhou Economic and Technical Development Zone are facing.
