In recent years, with the growing development of the peaceful situation in cross-straitrelations, which has entered a period of historical opportunity marked as “large exchange, greatcooperation, big development”. At the same time, there is a trend,"moving northward and goingwest", in Taiwan investment to the mainland of China. That means the investment priority istransferred gradually from Pearl River Delta and Yangtze River Delta to Yellow River Delta,Bohai Rim and the central and Midwest area. However, regarding the problem where Taiwaneseinvestment is gathered, what plays a key role is not the efforts of government’s directinvolvement to attract foreign investment, but the strengths and weaknesses of the regionalinvestment environment and the level of transaction cost. That is whether the local governmentcan formulate and implement positive and effective public policy, and provide high-qualitygoods and services at a low cost.The improvement of the investment environment is a systematic project. The regionalinvestment environment includes hard environment and soft environment, which shows both theresources of the region, the factors of production, marketing and related infrastructures, inaddition, the government’s policies and regulations, public service, integrity, and citizen’scultural qualities, etc. In the factors affecting the investment environment, for the government, asthe organizer and implementers of regional economic development, it’s crucial to convert itsimage and role as well as the transition of the government’s role and functions is crucial, besidesas the highest leader committing to improve the investment environment. In a word, it is thegovernment that is the key to improve the investment environment. To a large extent, thecompetition in the environment development behaves as that in the government services.Transformation of government functions and the establishment of a service-typed moderngovernment are the main content and objectives of the government reform, and also the key toimprove the soft investment environment.The thesis is divided into five parts:The first part is an introduction, mainly about the purpose and significance of the topics,discussing the research status of the topic at home and abroad, and summarizing the goal of thisstudy, methods and innovation, and the inadequacies.The second part elaborates the concept of soft investment environment, investmentenvironment, government functions, and focuses on expounding the relationship and interactionsbetween government functions and the investment environment, offering the theoretical supports for the study.The third part is an intensive analysis to the general situation of Taiwan-funded enterprises’investment and development in Binzhou, and, a review on the development process of BinzhouCity’s attracting Taiwanese investment.In the fourth part, with the multi-factor analysis and evaluation method to investmentenvironment, a detailed qualitative and quantitative analysis is made in the development of softenvironment for Taiwan businessmen in Binzhou. At the same time, another analysis is made inthe problems of government environment, legal environment, market environment and humanenvironment in Taiwan soft investment environment, thus realizing the significance oftransforming the government functions, optimizing the soft investment environment to attractTaiwanese investment in Binzhou.Finally, from the point of transforming government functions and optimizing BinzhouTaiwanese investment soft environment, there are six aspects for creating a civilized andharmonious human environment, especially for the Binzhou City Taiwanese investment,promotion of shore-Taiwan economic and trade cooperation to accelerate the economic andsocial development of Binzhou.
