| Comrade JiangZemin indicates repeatedly: "elitists are the root of army development" . Currently, we already constitute a lot of statute documents about how to bring up elitists, adopt lots of beneficial measures. But we do not pay enough attention to the elitist quality-test, especially the integrative capability quality-test for military command elitists whose main character is management and command. Of course, there are not enough measures about those scope. It may make a bad appointing , if thinking much of how to bring up military command elitists only, ignoring the quality-test of them, and result in all one' s previous efforts wasted. Therefore, pressing on the research on military command elitist quality -test, constituting statute and measure of quality-test, is the key step of bringing up military command elitists.Researching on military command elitist quality-test, we should take the ideas of national defense and army construction mentioned by JiangZemin as guide, and aim at choosing the high quality military command elitist who can win the war and maintain thougth pure. The idea grass- rooted of this paper is , by using the theory and methods of modern elitist quality -test, taking the successful experiences of famous enterprises in native and overseas, person test in public sector and test in developed country army military command elitists quality as the using of reference, to build military command person integrative capability quality-test model. In the process of research, building military command elitists quality-test guideline system based on job analysis, using assessment center test military command elitists integrative capability quality and find out basic data, adjust results through test error analysis, analysis decision -making depend on analytic hierarchy principle, form a military command person integrative capability quality report that unite qualitative and quantitative analysis finally.
