In view of the basic characteristics of Military Academy Students study,training,lives and management,circumfusing Military Academy Traffic Command Students Comprehensive Quality Evaluation,researching 41 crops,division-level units in 14 provinces,giving a profound analysis of requirements on the quality of cadets in the new era,combining successful experience of CQE in modern enterprise and university, applying higher education, military education, educational assessment studies and modern scientific management theory, adopting research methods such as concept analysis, comparison research, investigation research, qualitative research and quantitive research and so on, this paper puts efforts to solve a series of problems in the process of CQE of MATCS, such as how to build the evaluation system, how to choose the method and how to construct evaluation model, etc.The main contents of this paper are as follows:(1)Clarify the background and purport of the paper, synthetically analyze the actuality of comprehensive quality evaluation, and put forward the role, principles and content of comprehensive quality evaluation based on stipulating the relative concept.(2)Establish the comprehensive quality evaluation index system of the military academy traffic command students, then figure out the coefficient of synthesis diathesis evaluation system with the analytic hierarchy process according as T.L Satty s relative importance theory.(3)Establish comprehensive quality evaluation model of MATCS based on Fuzzy Comprehensive Evaluation, and test the practicability and reliability of the model by taking examples.The achievements of this paper can be used in military academies traffic command students'year-end team comment, reward and punishment, the declaration of various types of scholarships, the selection of outstanding students, the recommendation of graduate students, graduation and upper management selection and distributions of all special kinds of talent.
