Civil service pay system is an important part of the civil service system.Civil service paysystem is an important part of the civil service system. Civil service pay from the publicfinances, and therefore to establish a scientific and rational civil service pay system isessential and necessary, not only the government and civil issues of concern to their own, butalso society and the general public are concerned about the focus of attention problems. Civilservice pay not only to civil servants personal income issues related to income distributionand social problems.Civil service salary distribution is scientific and reasonable, fair, orderly,and demonstration will play a guiding role in society; but also attract the best talent, stablecivil service, curb corruption, improve administrative efficiency is an importantguarantee.4From1993to start the implementation of the civil service ranks Salary Systemthrough continuous reform and development gradually improved. The guiding role of theremuneration system has a rank system distribution according to work, equal pay, paysignificantly, salary adjustments simple, low management costs and other advantages, to playan active role in China’s civil service system. But with the development of market economyreforms and transformation of government functions and organizations of the civil service paysystem rank system defects and disadvantages are also increasingly apparent.Broadband pay is accompanied by flattening of the organization, process reengineering,team-oriented new salary structure, such as the ability to guide and generate new managementstrategy, has incentive effect is obvious, correct orientation, flexibility advantages. As a newsalary structure model, compared with the ranks of the civil service system of remuneration Ihave certain advantages, the successful trial practice abroad fully illustrates this point.In this text,utilize literature, qualitative analysis, inductive, comparative method andother methods, the first related to the civil service pay system concepts, theories elaborated,while the concept of broadband pay, characteristics, application conditions and shortcomingsare analyzed. Secondly, the combination of theory of history as well as the existinggrass-roots civil service pay system of civil service pay system problems and the causes wereanalyzed.In reference broadband pay reform experience the United States, the United Kingdomcivil service pay system under the premise of our introduction of inevitability and sexualanalyzed broadband pay system at the grassroots level in the civil service pay system, andgives the design of grassroots civil broadband pay system processes and models. Finally, ourgrassroots civil service pay system introduced broadband pay system supporting measuresneeded countermeasures.
