The importance of salary system for organization development is obvious. Most organization put the salary on the first position in order to attract talents. But in China’s government department, the salary system has many problems that its construction is not as important as companies. With the advance of Chinese political reform and <Civil servant Law>which has been polished in2006, the Chinese government began to realize the importance of civil servant salary system. How to compete Chinese civil servant salary system is not only related their benefits but also affect the service quality and working efficiency of the public departments. This is important for stabilizing civil servant group, encourage their working attitude.This paper describes the related concepts and basic theory of the civil service pay system, based on the present situation of our civil servant salary system, the problems of the comprehensive understanding and in-depth analysis, the theoretical results at home and abroad for reference at the same time, combined with China’s national conditions of civil service pay system introduced the concept of the broadband pay. This paper sums up that it is inevitable for Broadband Pay System used in Chinese Civil Servant, because the characteristics of broadband pay itself just to make it conform to the tide of government reform. And government itself deepen structural reform,construct science performance evaluation,market environment norms and other behave has creat the possibility of Broadband pay system implementation.Finally, this paper puts forward the management system of Chinese civil service pay into broadband pay:improve the rational bureaucratic system further more,set up effective performance management system,for different types of civil servants adopt the combined strategy of many kinds of salary and Broadband pay salary. And also to treat the theory of brandband by cautious attitude. The broadband pay-model does not instead of Post-rank Salary System based on the ideal bureaucratic system, but is just an improvement which needs a number of necessary prerequisite. At present, China does not have the full implementation of broadband pay conditions, but the broadband pay in the application of our country civil servants, it is an inevitable trend.
