China's civil servant training (CST hereinafter) is directly managed by the government and the comprehensive managing organization for CST are the government Personnel Departments at all levels, which not only strictly govern and directly control the schedule, aim, task, content, method, teacher, budget, base of CST, but more importantly, monopolize the arranging power of training resources. Therefore, the monopolization has brought about the massive waste of resource owing to the irrational use of resources from one side, from another side, restricted training develop in a broader way and easily resulted in training of stagnation, withdraw, low efficiency, low quality, inequality, corruptions and so on.Systematically, the reform work of CST did not do a thorough job and the defects of traditional training are still obvious, for instance, the training scale was not big enough; training quality was not good; investment way to the training was not unblocked; the rigidity of encouraging and binding mechanisms were insufficient and resources were redistributed so on and so forth. The article suggested that faced with the problems, we must renew training concept, cultivate the market of CST actively. Furthermore, we should take strong measures to promote the civil servants' quality which is based on bringing forth the market mechanism of CST and focused on establishing CST with Chinese characteristics.The article argued that Marketization concept and marketization of CST system have been ready to come out in the reform of CST, no matter how people argued whether or not CST can be marketized and how to marketize CST. In addition, there are so much advanced experience of CST in developed countries can be compared and referenced. As a matter of fact, the CST will go to the direction of marketization and internationalization, which will certainly promote our government's capability in the international competition since our government's entering into the World Trade Organization.The article insisted that as a parapublic product, CST marketization does not mean to marketize CST completely due to complete CST marketization is not only be inconformity of China's national conditions but also be incompatible with the output demand of this kind of product. Thus, Chinese CST marketization can only be definite marketization. Simultaneously, to establish the management system and perfect the functioning mechanism of CST marketization are closely connected with deepening reform of our economic, political, public management system. The market system of CST with the features of rational distribution , clear division of labor and responsibility, complete functions, distinctive characteristics, standard and orderly structure, equal competition can not be accomplished at one stroke, its' cultivation and improvement is an evolutionary process.
