As the coming of Knowledge-based economy era,human being is faced with unprecedented opportunities and challenges.As the value of knowledge surpass the value of capital,people pay attention to accumulate and update the knowledge.As the number of national civil servant increase and the changes in the functions of public administration happen,as well as the speed of scientific and technical knowledge change rapidly,rely on existed national training institutions can not supply all-wave and high-caliber training for Chinese civil servants.Therefore,institutions of higher learning and training institutions of society should conform to the trend of marketization of Civil Servant Training and participate in the training of civil servants actively.In order to improve the overall quality of the civil servant and the efficiency of civil servant training,institutions of higher learning and training institutions of society should make use of its own advantage.In order to improve the quality and efficiency of civil servant training,foreign countries already start to quest and fulfill the marketization of civil servant training civil,and obtain good effect.At present,the Management Model that unified by the Chinese government organized the work of the Civil Servant Training is incompatible with the development of market economy,with the market economic system in China further developing,how to use the reference of the marketization of developed countries' Civil Servant Training useful experience,combine with China's specific national conditions,form marketization mode of operation of Civil Service Training with Chinese characteristics,and how to expand the scope of the Civil Servant Training,improve the quality of the training of civil servants,improve the civil servant training system,have become the problem that people must pay attention and think.In this paper,on the basis of analyzing the lack of China's traditional civil servant training, use the research and attempt of the marketization of developed countries' Civil Servant Training and integrate the reality of our country,trying to analyze and research the marketization of Chinese Civil Servant Training roundly and deeply.The full text is divided into four parts,The first part definite the concept and expound the theory.Mainly introduce the concept of civil servant,civil servant training,marketization,marketization of civil servant,and elaborate on its theoretical foundation,it seeks to specify some theory norms of the marketization of Civil Servant Training.The second part analyzes the feasibility of the marketization of Civil Servant Training.It main analyzes the drawbacks that the China's traditional civil service training exist and the feasibility that the marketization of Civil Servant Training is implemented in our country,including the advantages of marketization of Civil Servant Training possess as well as the need for our country.The third part draws on the foreign countries' experience.It introduces some Western developed countries practice the marketization of Civil Servant Training and the characteristics of their Civil Servant Training.This can facilitate our country to learn from their experience.The fourth part proposes a solution.On the base of analyzing the deficiencies of China's traditional Civil Servant Training,by learning from Western developed countries' practice,combine with China's specific national conditions,propose a series of specific measures about how to implement the marketization of Civil Servant Training in our country,this can provide theoretical guidance to the operation of marketization and improve the quality of China's civil servants.
