Studies On The Inner-Party Supervising Since The Foundation Of PRC

The inner-party supervision means that the party carries on self-discipline and self-perfection for the interests of the party and the people, according to the demand for placing high demands on the Party. It will make the relationship between the key elements of the inner-party supervision more reasonable so that it will assure the various work of the party goes on correctly and efficiently to a greatest degree. In the new stage of the new century, we should summarize and draw historical experience conscientiously, because it will benefit theoretically and practically for exploring main characteristic and basic law of the inner-party supervision under the new situation, understanding and mastering the issue of inner-party supervision in the aspect of law, further improving the scientific level of the inner-party supervision, furthermore improving the ability of leadership, governance, repellence of the corrupting influence and resistance of the risk, adhering to the advance of party, and assuming the power for the people constantly.In this paper, I divide the total historical experiences of the inner-party supervision into four stages, which is foundation and initial development, complicated development and variation, resumption and the new stage, and expound them systematically and concretely by reviewing the practices of the inner-party supervision before the foundation of PRC and combining the status of the party, the changing of the supervisal task and the achievements, faults and characteristic of the supervisal practices after the foundation of PRC. By the systematic explanation of the practical courses, I scientifically summarize the five pieces of basic experience and four lessons of the practices of the inner-party supervision since the foundation of PRC. The five pieces of basic experience are as follows: firstly, the inner-party supervision should serve the central task of the party; secondly, we should pay attention to the cultivation of the conduct of the party and the construction of a honest government on the content of supervision; thirdly, we should pay attention to the function of the specialinstitutions which focus on the inner-party supervision; fourthly, we should pay attention to the combination of the inner-party supervision and the supervision outside the party; fifthly, we should pay attention to the spiritual construction of the party and strengthen the consciousness of supervision. Moreover, the four lessons are as follows; firstly, the construction of institutions was ignored at one time; secondly, the mass movement was once launched badly in the form of supervision; thirdly, the supervision from bottom to top in the party was ignored in the past; fourthly, the inner-party democracy was imperfect so that the inner-party supervision was lack of foundation and guarantee. Through the scientific analysis of the experience and lessons, I put forward new ideas that the inner-party supervision should revolve constantly around the central task of the party and the aim of the construction of the party, the systems of the inner-party supervision should be improved orderly, the institutions of the inner-party supervision should be perfected, the emphases of the inner-party supervision should be stressed and the ways of the inner-party supervision should be widened, under the guidance of which the inner-party supervision can be further developed and improved. If the ides of improving the inner-party supervision can be realized smoothly, it will improve the ability of the leadership and governance of the party, and greatly guarantee the construction of the well-off society in various aspects, the realization of the modernization of socialism, and the rejuvenation of Chinese.
