| To enhance the construction of ruling capability of Communist Party of China (CPC), which has been adopt at the Fourth Plenum of the 16th CPC Central Committee, is an important decision on the base of current new situation and new task. Researching issues of the construction of ruling capability is of great political significant to master the ruling laws, to improve the ruling situation and to finish the ruling task.Guided by Party's construction theory of Marxism and the important idea of "three representation", in this paper, I probe the problem of enhancing the Party's ruling capability, and put forward some comprehend and idea to some degree.The whole paper contains three parts, which explaining the issue of the construction of Chinese Communist Party's ruling capability from three aspects.In Chapter one, I expound the content of the construction of the Party's ruling capability, at the same time I talk about my understanding to the Party's ruling laws. Then I analyze the close relation between the construction of the ruling capability and ruling laws of the Party.In Chapter two, I analyze the case of success and failure about other parties in the foreign countries in the history. By retrospect the history of construction of other Party's ruling capability, I summarize the success experience and hope to guide the construction of ruling capability of the Party.In Chapter three, the current situation of the construction of the ruling capability of the Party and ruling task of the Party are combined to find the defects existing in the progress of the construction of the Party's ruling capability, and then put forward the ways to strengthen the ruling capability, the ways to advance the ruling capability of the Party, and the ways to enhance the ruling situation, and so on. In the end, I summarize some criterions to evaluate the effect of the construction of ruling capability of the Party, so we can make the construction of ruling capability more reasonable and more scientific.
