The Consolidation And Expansion The Rulting Foundation Of Chinese Communist Party In The New Century

The ruling foundation of a party is the premise and requirement for it to become the party in power, as well as the objective basis for the legality of its ruling qualification. Essentially speaking, the issue about ruling foundation refers to the relationship between the party in power and the masses, of which the core is about whether the party can be accepted by the masses. With historical materialism as the guidance, and using legality theory in political field for reference, this article attempts to examine the profound effects of the social change in China since the foundation of PRC on the maintenance and consolidation of CCP's ( Chinese Communist Party) ruling foundation from the perspective of legality, sums up experience and lessons, and discusses the basic approach to consolidate and expand the ruling foundation of CCP.Since the foundation of PRC, CCP's ruling foundation is embodied in the fact that CCP is vanguard of Chinese proletariat, Chinese people and the Chinese nation, who represents the fundamental interest of the masses. Therefore, the masses support CCP. That is to say, the leading and status of CCP is based on support from the masses, the flesh-and-blood relationship with masses, and the support from the masses is the most wide and solid ruling foundation of the party.Ruling foundation must conform to the development of times and society. Since CCP came into power, the ruling foundation has a corresponding process of continuous maintenance, consolidation, and expansion with the change of Chinese society. In new century China witnesses the profound and great social change, which brings many new problems to CCP's ruling foundation. The proposal of "Three Representatives" scientifically answers the basic problem about legality of CCP's administration on the height of historical materialism, and provides scientific guideline for us to summarize ruling law of CCP, find the profound change of CCP's ruling foundation scientifically, discuss approaches to consolidate and expand the foundation in new century. In new century, CCP must persist in "Four Cardinal Principles" on the guidance of "Three Representatives"; reinforce its class foundation, expand its mass base, and fully put forward the construction of socialist democracy from keeping advancement of the party and holding the flesh-and blood relationship with the masses; enhance the all-round development of economy, society, and people based on concept of scientific development; roundly strengthen the party's construction, especially, its ruling capacity; reform and improve the style of leadership and ruling in order to roundly consolidate and expand CCP's ruling foundation.
